The souvenir sheet is being issued on Universal Postal’s initiative to mark the 50th Anniversary of World Meteorological Organization, special institution of United Nations Organization for International cooperation in the field of meteorological research, information exchange, solution of problems related to environment.
The stamp features jubilee emblem of the World Meteorological Organization.
The margin of the souvenir sheet bears illustration of various natural meteorological phenomenon’s and meteorological satellites as well as ships and airplanes of weather service.

Thanks to Mr. Peter Crichton the vessel in the margin is identified by him as one of the Akademik class Oceanology Hydromet research vessels "Project 416" built between 1966 and 1968 on the East German yard of VEB Mathias-Thesen Werft at Wismar for the Government of the Soviet Union. Then he gives as follows:
The class was based on the MIKHAIL KALININ class passenger ships. Which ship of this class is depict is not known.

Tonnage between 5,460/5,497 grt; 1,349/1,401 nrt; 1.999/2,059 dwt; dim. 124.2 x 17.0 x 3.1m. (draught)
Powered by two 6-cyl. Halberstadt/MAN diesel engines, 8,000 bhp, twin screws, speed 18.25 knots.

Of this class were 7 units built, a later 4 ship unit which was built from 1971 till 1973 which were a little smaller and did not have the two pole-masts in front of the bridge.

AKADEMIK VERNADSKIY completed 1968, does not have a ‘Golf Ball’ satellite receiver and she carried from 2001 the name GLORIYA.
DMITRIY MENDELEYEV built in 1968, did not have a ‘Golf Ball’, broken up 13 August 2001.
AKADEMIK KURCHATOV built in 1966 did not have a ‘Golf Ball”, broken up in Mumbai were she arrived on 21 May 2001.
PROFESSOR VIZE built 1967 when under Soviet colours had a satellite receiver in front of the stern tripod mast but not a ‘Golf Ball’. Photographs also show a satellite receiver on top of the bridge. She was broken up at Mumbai were she arrived on 23 March 1999.
PROFESSOR ZUBOV built in 1967, when under Soviet colours had a satellite receiver in front of the stern tripod mast but not a ‘Golf Ball’. Photographs taken in 1994 do not show any satellite receivers in front of the stern mast. Broken up in Aliaga, where she arrived on 23 September 1998.

This just leaves two vessels AKADEMIK KOROLYOV and AKADEMIK SHIRSHOV. Both were based in Vladivostok. There is a photo of the first vessel in Greenway’s book and the second in the 1993 edition of Combat Fleets and both are identical in having ‘Golf Balls’ in front of the stern mast.

I found a photo’s on the net of the AKADEMIK SHIRSHOV:
http://www.worldtimezone.com/travel/tra ... hov02.html

She was completed in 1967.
The side did not give when the photo was taken but at that time she carries an other satellite antenna.
She was broken up in Tianjin, where she arrived in August 1999.

The best candidate is the AKADEMIK KOROLYOV she was built in 1967, comparing the stamp design with the photo of the ship on this side it looks that the stamp designer most probably has used this ship for his design.
She was managed by the Far East Hydrometeorological Institute in Vladivostok.
Crew of 30 officers, 70 crew and 50 scientists.
Cargo space of 370 m³.
Fuel capacity 1,625 m³ .
Broken up in Haiphong where she arrived in June 2004.

Russia 2000 7.00 Rb sg?, scott? 2004 envelope with a ship of Project 416 depict on it.
