Norfolk Island had become the most notorious penal station in the English-speaking world.
In 1843, Queen Victoria declared that from September 1844 Norfolk Island “shall cease to belong to the colony of New South Wales and shall be taken to be part of the colony of Van Diemen’s Land”.

The convicts were treated very harsh and inhumane on Norfolk Island until Alexander Maconochie was appointed as Commandant of Norfolk Island in 1840, where after the convicts started to be treated more humanely.
In February 1844 Maconochie was replaced by Captain Joseph Childs and on 29 September 1844 the administrative control of Norfolk Island passed from New South Wales to Van Diemen's Land. During this time the island regained its reputation for brutality, which it retained until the penal settlement Norfolk Island was finally closed in 1853.

The vessel shown on the stamp is not identified, S.G. give her as a cutter, The cutter was regular used by the Australian Colonial Government to transferred goods, messages, persons, convicts from one penal station to another station.
