On this stamp issued by Spain for the 150th anniversary of the siege of San Sebastian is given: Allegorical composition on the fire of the city in 1813, In 1813 the town was attacked by British land and sea forces, most probably the vessels depict are British warships. Wikipedia gives on the attack

In the Siege of San Sebastián (7 July – 8 September 1813), part of the Peninsular War, Allied forces under the command of Arthur Wellesley, Marquess of Wellington captured the city of San Sebastián in northern Basque Country, Spain from its French garrison under Louis Emmanuel Rey. The attack resulted in the ransacking and devastation of the town by fire. More is given on,
