J.D. ROMAS 1902 - 1969 painting 'hot summer day"

This stamp of the DDR shows us a painting by J.D. Romas. (1902 – 1969) painted in 1963.
The painting shows barges, it looks that she are towed alongside a wharf on a river, but any information on the painting I could not find. The artist was at that time mostly working around the Caspian Sea.
Have not any information on the barges depicted in the painting.
Of the artist is given:
Yakov Romas was born on January 29 (February 11) in 1902 in Sokolka (now Sokółka Podlaskie Voivodeship Poland).
Master of landscape and genre-thematic compositions paintings, dedicated to the nature and people of the Caspian and Central Russia
He died on May 18, 1969, in Astrakhan. He was buried in Moscow at the Novodevichy Cemetery (plot No. 7).
The painting is in the Galerie of Neue Meisters in Dresden, Germany.
