BALTISKIY 101, not for 100% sure she is depict, but the vessel depict on the stamp is one of the Project 613, and she was the lead vessel of this class.
Al together a few hundred with the name BALTISKIY what was a general serial name were built. It is a river-sea vessel, what means she can sail on the seas but also proceed very far inland on rivers or lakes.

BALTISKIY 101, built as a cargo vessel on the OY Laivateollisuus Ab yard at Turku/Abo, Finland for the White Sea & Onega Shipping Company.
14 February 1977 keel laid down.
Launched under the name BALTISKIY 101.
Tonnage 1.926 gross, 931net 2.649 dwt., dim. 95.00 x 13.22 x 5.50m., draught 3.7m.
Powered by a Liebknecht diesel engine, 1.740 hp, single propeller?, speed. 11 knots
Three holds and three hatches.
15 May 1978 delivered.
Homeport St Pietersburg.
