PORTUGAL NAVY ISSUE 2005

In 2005 Portugal issued a set of stamps with new navy design vessels, still mostly in the design state or ordered, except the hydro-oceanographic ships, which most probably depict the D. CARLOS I or ALMIRANTE GAGO COUTINHO.

The Portuguese Post supplied partly the following info by this issue.

In the single relationship that Portugal has with the sea the Portuguese Navy has three fundamental functions, it constitutes a key element of military defence and support to state foreign policies; it ensures the states security and authority at sea; and it contributes to economic, scientific and cultural development.

This four stamps issued dedicated to navy modernization illustrates the priorities set out for providing the means that will enable it to continue to fulfill the above functions and missions efficiently. The naval means represented in this stamp issued cover a significant part of the actions proper to Portugal’s “maritimeness”
Below is a brief description of some of the means available and the missions they fulfill.

Submarine-confirm the nation’s wish to continue to possess autonomous dissuasive and interceptive capacity, Euro 2.00 stamp.

April 2004 a contract was signed by the government of Portugal and a German Submarine Consortium a contract worth 800 million Euros for development and construction of two Class 209 PN submarines, which are built by Howaldtswerke Deutsche Werft AG at Kiel.
The submarine Class 209 PN features an air independent propulsion (AIP) system based on fuel cells. The submarine will have a displacement of around 1.700 tons, and a length of 65 meter.
The plan is to commission the two submarines in 2009 and 2010 in the Portuguese Navy.

Landing platform dock – reinforces collective and expeditionary defence, protection of terrial interest in riparian countries and emergency services measures in the case of serious accident catastrophe or calamity both at national and international level, Euro 0.45.

16 February 2005 a contract was signed by the Portuguese Navy and the Estaleiros Navias of Viana of Castelo (ENVC) for the building of Logistic Multipurpose Ship, to carry peace-keeping forces.
She will have a length of 162 meter, beam 25 meter, draught 5.2 meters. The loaded displacement will be 10.500 tons.
Powered; diesel electric, with a speed exceeding 19 knots.
Range 6.000 mile by 14 knots.
When completed she will carry around 800 people, has place for 6 helicopters, and can carry 4 landing boats with a length of 25 meter each, and 10 inflatable boats.
She will have a garage of 900 m² a hangar of 510 m² and a dock for the landing boats of 880 m². For flooding the dock it will take two hours.
Cargo capacity for about 3000 cubic meter, hospital of 400 m².
The plan is to complete the building of the ship in 2010.

Off-shore patrol vessels – meet the surveillance, control supervision and policing needs for the maritime zones under Portuguese sovereignty and jurisdiction, marine search and rescue, combat of marine pollution, prevention and combat of organized crime and terrorist threats, guaranteeing security and imposing state authority within this zones. Stamp Euro 0.74.

This off-shore Patrol vessels of the NPO 2000 type of which the plan is to build 12 new patrol vessels for the Portuguese Navy, two are under construction by Estaleiros Navias at Viano do Castelo (ENCV) of which the lead vessel of the class is the VIANA DO CASTELO (P360), with the plan to commission her in March 2007 in the Portuguese Navy.
Displacement 1.750 tons, dim. 83.1 x 12.95m.
Powered by two diesel engines 3.900 kW, speed 23 knots.
Range 9.000 km by a speed of 15 knots.
Armament 1 – 40mm Bofors.
Crew 35.

Her sister the FIGUEIRA DA FOZ (P361) will be commissioned in June 2007.

Hydro-Oceanographic ships – demonstrates research capacity in the fields of oceanography-hydrography and maritime environment to the benefit and in defence of national interest. Stamp 0.57.

Mr. Rosner and Crichton give that the vessel depict on the stamp is D. CARLOS I or ALMIRANTE GAGO COUTINHO.
Both are built in the United States as Stalwart Class Ocean Surveillance Ship, by the Tacoma Boat Building Co., Tacoma, Texas, the D. CARLOS I as USNS DAUNTLESS (T-AGOS-II) later renamed in USNS AUDACIOUS (T-AGOS-II).
The ALMIRANTE GAGO COUTINHO as USNS ASSURANCE. (T-AGOS-5) Her details are already given on the shipslist by Mr. Rosner as survey and research vessel under Portuguese flag.

USNS DAUNTLESS.
Keel laid down 29 February 1988.
Launched 28 January 1989 as USNS DAUNTLESS.
Displacement 1.565 ton light, 2.535 ton full load. Dim. 224 x 43 x 15ft.(draught)
Diesel electric 1.600 hp., twin shafts speed 11 knots.
Armament, none.
Crew 18 civilian mariners and 15 navy.
Delivered 09 September 1986.

Assigned to Military Sealift Command (MSC).
Renamed (date unknown in USNS AUDACIOUS.
06February 1997 struck from the Naval register.
09 December 1996 transferred to Portugal and renamed NRP D. CARLOS I.
2006 Still in service as survey and research vessel by the Portuguese Navy.

Displacement 2.285 ton. Dim. 68.3 x 13.1 x 4.6m. (draught)
Range 4.000 mile by a speed of 11 knots.
Crew 6 officers, 7 midshipmen, 21 crew.

USNS ASSURANCE.
Keel laid down 16 April 1984.
Launched 12 January 1985 as USNS ASSURANCE, sponsored by Mrs. Joseph K.Taussig Jr, the wife of the Deputy Assistant Secretary of the Navy for Civilian Personnel Policy/Equal Employment Opportunity.
01 May 1985 assigned to Military Sealift Command, and placed in service under operational control of MSC, Pacific.
06 January 1995 struck from the Naval Register.
30 September 1999 transferred to Portuguese Navy, and renamed NRP ALMIRANTE GAGO COUTINHO.


2006 Still in service by the Portuguese Navy. With same details as given by USNS AUDACIOUS.
