In an article in Log Book Vol. 19 page 259, Mr. P.G.Longhurst identified the ship depict on the Monaco stamp issued in 1982 as the FADDEY BELLINGSHAUSEN. (Miramar gives her name as FADDEY BILLINGGAUSEN)
He received his information from Rear Admiral Sir David Haslam KBE, CB. President of the International Hydrographic Bureau.

It is understood that the stamp design was based on a photograph of the Soviet Naval Surveying ship FADDEY BELLINGSHAUSEN, the photograph being taken whilst she visited the port of Monaco for the XIth International Hydrographic Conference April 1977. The photo depict with the article shows two vessels, the vessel in the foreground of the stamp is used for the design of the stamp.

The stamp commemorates the 50th Anniversary of the official opening of the International Hydrographic Bureau Premises on 14 January 1931 by his Serene Highness Prince Louis II of Monaco.
The IHB began its activities in 1921 with headquarters in Monaco, to which it was invited by HSH Prince Albert I of Monaco, himself an eminent oceanographer.
From 1921 until the opening of the present prestigious premises the IHB operated from temporary premises in Monaco.

I could not find much more on the vessel as given in the article.
Built in 1964 under yard No 850/6 by A. Warskiego yard in Szczecin in Poland for the Russian Navy.
30 June 1965 launched as the FADDEY BELLINGSHAUSEN.
Displacement 2.674 tons standard, 3.021 tons full load. Dim. 295.2 x 42.7 x 15ft. (draught).
She was one of the Nikolai Zubov class of which 9 were built.
Two diesel engines, speed 15 knots.
Crew 108/120 including scientists.
30 November 1965 completed.

Between 1982/83 together with the ADMIRAL VLADIMIRSKIY she circumnavigated Antarctica, retracing the route of the 1819-20 Russian naval expedition, under command of Bellingshausen.

After the break-up of the Soviet Union, she came under the flag of the Ukrainian
2000 Renamed in OMEGA owned by Akar.
2005 Sold to Granada Logistics SA, Anguilla and renamed OMEGA G.
In use as a cruise vessel under the flag of the Comores, her tonnage is given now as 1.987 grt.
Not much I can find on the internet on her as cruise vessel.
