Thanks to Voyager and a retired Indian naval man, the ship depict on this stamp is identified as one of the Rajput class of the Indian Navy, and I think most probably the lead ship the INS RAJPUT is depict.
She was used as the trial ship for the PJ-10 (BrahMos) cruise missile by the Indian Navy.
The missiles have been test fired four times from INS RAJPUT – 12 February 2003, 23 November 2003, 03 November 2004 and 15 April 2005.

Built as a guided-missile destroyer under yard No 2201 by 61 Kommunara Shipbuilding Plant, Nikolaiev North, Russia, now Ukraine.

From 2003 till 2005 was she used as a trial platform for the BrahMos missiles.
The first three tests were on land base positions, while the test on 15 April 2005 was on a moving target a decommissioned navy vessel, the test was successful, the moving target was destroyed.

According Mr. Crichton, the vessel depict is one of the DELHI class and I agree with this.
He gives The DELHI class have a solid main mast as does the ship shown on the stamp, the RAJPUT class have a lattice mast.

On the RAJPUT class the two main masts are virtually touching the front funnel front and back. The DELHI class have a large separation between the two masts as does the ship shown on the stamp.

Abaft the second funnel on the DELHI class is a helicopter hangar. The ship on the stamp appears to have a helicopter hangar. The RAJPUT class does not have a helicopter hangar.

Why the designer have used one of the DELHI class for this stamp is a mystery, The DELPHI class will receive the BrahMos missiles in 2009 the stamp was issued in 2008.
The only thing as Mr Crichton gives make sense that the stamp designer would show an Indian built as opposed to the RAJPUT class which are Russian built vessels.

The Delhi class guided missile destroyer were all built at the Mazagon Dock Ltd. yard at Mumbai for the Indian Navy.
The lead ship was INS DELHI, the other two have the same details.
Displacement 5.700 standard, 6.700 tons full load, dim. 163 x 17 x 6.5m. (draught).
