When the Central American and Caribbean Games were held in Puerto Rico in 1966, The Cuban delegation of athletes where not allowed to travel by plane to Puerto Rico, due to the American embargo.
Instead the cargo vessel CERRO PELADO was used to transport the athletes and trainers.
When she arrived at Puerto Rico the CERRO PELADO was ordered to anchor outside the port, and the negotiation began with the US Authorities for a permit for disembarking the athletes and trainers.
Finally the delegation was allowed to land, but the CERRO PELADO was not allowed to go alongside the quay, and she had to use a wooden crate (as seen on the stamp), made by the sailors of the CERRO PELADO for disembarking the athletes, and lower them in small boats alongside, then transport them to the port.
