GRAN ROQUE tug

Venezuela issued a sheet of stamps for the 20th Anniversary of INEA, there are some stamps with ships on.
The third stamp from above depict the GRAN ROQUE a tug, she is depict three times on the stamp, she is showed what looks like when she was scuttled in 2003 in the two positions as seen on the left of the stamp, and on the right when she was in service. An other stamp on the right shows her after she was scuttled.

I will give what I could find on the tug, more info is welcome.

She was built as a tug under yard No 141 by Nuovi Cantiere Apuania, Marina di Carrara, Italy for?
Launched as the GRAN ROQUE.
Tonnage 217 grt, dim. length 30.0m
Powered by ? shafts?, speed?
Bollard pull?
September 1976 completed.

1996 Was she not more in service and laid up at Puerto Cabello.
2003 Sunk as an artificial reef in Guabina Bay, Venezuela.
