One of a set of three stamps showing U.S.S.R. river ferry vessels, this stamp illustrates the Rocket, a speedy hydrofoil craft placed in service on the Moscow River at Moscow in 1960. As the sleek craft goes into motion, driven by jet-power, her hull rides above the surface of the water, leaving only her "legs" which contain the jets under water. The other ferries featured in this set are the motorships K. Marx (25k.) and Lenin (40k.).

The stamp shows us the chart of the Danube delta and part of the Black Sea, two vessels are showed on the stamp, of which the small vessel is not recognizable.
The larger vessel in the middle of the stamp shows us a hydrofoil, most probably one of the Raketa type of which 8 were delivered to Romania all owned by Navrom.
The type was built in Russia, http://en.wikipedia.org/wiki/Raketa_(hydrofoil) has more on the type.
